If there's little growth, how is it going to feed the growing Urbanised population?
In any case, they can't really go higher value added industries, though you've lots of uni grads today, but the majority in the inland areas aren't.
what type of factory jobs can you offer and the wages.

the pay for those grads that migrated to the cities their pay very low.........if they can find a job in the 1st place.........
some of them the pay lower than factory workers...............$180 a month..........USD i hope.........
