Head of the Singapore Civil Service Mr Peter Ong says good governance is an important ingredient in Singapore's development.
He says tackling corruption with a mix of strong political will, legislation and enforcement was the state's first priority in its initial years.
Mr Ong was speaking at the launch of the book Virtuous Cycles: The Singapore Public Service and National Development.
The book also details challenges facing the Singapore civil service such as the ability to retain talent.
It was commissioned by United Nations Development Programme (UNDP), as
an outside-look-in at the Singapore public service story over the last
45 years.

Malhotra says the book's target audience is civil servants worldwide,
as it aims to draw out lessons that both developing and developed
countries can learn from Singapore.
