MINISTER for National Development Khaw Boon Wan has taken to his blog, Housing Matters, to respond to the errors and inaccurate figures used in a recent Business Times (BT) article.
In the post published on Saturday, titled 'Startling But False', he corrected the errors made in the Business Times article. He wrote: 'I have been in MND for 5 weeks, and not sleeping well. I am working my guts out to try to calm the market, for the good of all Singaporeans.'
In the article published on Thursday (June 30), the Business Times wrote that the Design, Build and Sell Scheme (DBSS) developer's profit margin for Centrale 8 was 76 per cent. Mr Khaw says the actual profit margin would be 26 per cent and pointed out several of the Business Times' calculation errors.
Here is an excerpt of the post (carried exactly as it is on the blog):
'For example, it quoted a land price of $82,222,000 and a maximum GFA of 721,188 square feet for the project. Both figures were wrong. The correct figures were respectively $178,128,000 and 682,385 square feet. This was a huge difference of almost $100 million. The errors led to a gross over-estimation by BT of the developer's profit and gross profit margin.
'Based on these figures alone, the profit margin would have been 26%, not 76%. But even the reduced figure was wrong, as the article had excluded key cost items such as financing, marketing and administrative costs. These are significant costs and when included, would have further lowered the profit margin for all the DBSS projects listed in the article.'

'However, a few DBSS land sites sold last year, like the Centrale 8 site, will launch their sales in next few months. These are old tenders beyond my control,' he said on his Facebook page over the weekend.
His Ministry also issued a statement on Monday stating that the Housing Board would not proceed with the sale of the Bendemeer Road site, originally scheduled to be put up for sale later this month.
Since 2005, a total of 13 sites has been sold to private developers under the scheme, which was intended to provide more innovation in building and design, as well as give better value-for-money to flat buyers.
The Housing and Devlopment Board planned to launch enough sites for about 4,000 DBSS flats and more, if there is sufficient demand.
Such flats were in the news recently after the developer of the Centrale 8 project in Tampines, Sim Lian Group, drew flak for pricing units at high prices.

HDB withdraws DBSS site in Sengkang
SINGAPORE : The Housing and Development Board (HDB) has confirmed that a Design Build and Sell Scheme (DBSS) land sales tender at Sengkang will be withdrawn.
The tender was originally scheduled to close on July 20.
The Ministry of National Development said the withdrawal is part of its overall review of housing policies.
It also said that no new DBSS site will be released for sale until the review is completed.
The
ministry recently announced that it was also not proceeding with the
sale of another site in Bendemeer Road, originally scheduled for the
first half of this year.
This after debate over the DBSS scheme
came to the fore after developer Sim Lian Group drew flak over the
pricing of units at Centrale 8, a DBSS project in Tampines.
The
initial price set a record S$880,000 for five-room flats, but the
developer said that was an "indicative price" and later lowered the
maximum price to S$778,000.

The penalty amounts to 20 per cent of the purchase price of $610,000 - four times the 5 per cent penalty payable for normal build-to-order (BTO) flats.
