Every Taxi drivers should know how slows is his meter.
The authority should realized that their “up to 7% slow meter ruling”
to safe-guard against those who deflates their tyres to cheat is
discriminating against the majority who drive with recommended
tyre pressure. Maybe all slow meters will eliminate all complains in
regards to fast meters???
Only they can explain why they choose to be biased in this ruling.
Taxi Companies instead of reasoning with authority that it is fairer to
calibrate meter “exact” and bench-mark at a window of
minus 2% / plus 2 % during inspection, instead of against 7%, chooses
to calibrate their meters at 3% or more. Other countries calibrate their
meters “exact” and during inspection, check if speedometer sensor is not
tempered with. Guess 3% will sure pass inspection all time and guarantee
no extra cost incurred for re-inspection and man hours loss on
recalibration.
This is only speculation, only Taxi Companies know why they choose
to be biased also to its own drivers.
It is disappointing that Taxi Companies choose to short-changed it own
drivers when they are the primary contributors to their profits.
Taxi Associations, if their objective is to give cabbies a stronger voice to
address issues, they ought to explain to their members why they had not
address this unfair ruling all these years?
Taxi Drivers, you have choices, either continue to be short-changed or
start speaking-up and tell your peers about this unfair ruling. You never
know, it could be your friend who know how to make the right noise
that leads to this unfair ruling been review.

Another simpler method (covered your whole shift) had been proposed in reply to my post in "taxiuncle"
