  No, you need to collect the license first.  Taxi companies won't even entertain you yet but will at least print out the list of hirers looking for reliefs around your area.  So, in the meantime, try to look for a hirer first lor.  Go taxi companies and ask for hirers list, go around your carpark or neighbourhood and start leaving contacts etc etc.  Don't let the 2-3 weeks while waiting to collect the license go wasted.
