This only applies if you are driving for CDGE. Under their schedule in 4.5.18(i), it says 'not to join or participate in any other taxi radio network while hiring or operating the taxi.'
There is no such rule in SMRT or yellow top. I have no idea about other taxi companies. Members in the know can clarify.
It will be very bad publicity on comfort's part if they were to terminate cabbies who use a radio device, which includes walkies and handphones. So I believe this ruling of theirs is very unlikely to be enforced. CDGE contacts their cabbies via their handphones, so this ruling is not making sense unless they issue handphones to all their cabbies. Some more their legal wording is so broad that it can mean anything other than their MDT.
