Supply, Demand and Pricing is the basic, if these people are "talenedt", they should know. Can't get a cab outside CBD is normal, the Pricing is attracting the Supply into the CBD to meet the Demand. A "talented" person will also know, if he want the Supply to meet his Demand, he got to increase his Pricing to be on par with the CBD at least, if not got to work out his timing to make an advance booking, many taxi are rushing back into CBD, they love to take 1/2 hour advance booking.
If they are "talented", what is the extra few dollars compare to his time of waiting plus frustration.

If i pick MBS at 0000hr , my meter will show $3 + $1.50 .
To hide and wait for midnight charge , and make less $1.50 , and waste time .
I don't see any logic .

If I'm not wrong, Singapore law says that although the $0.05 is legal tender, you can refuse to accept it as a mode of payment.
