If no taxi and you willing to pay more I dun think you can't get any, unless that day fall on chistmas and new year countdown. All the cheapo recommandations from Lewis Kwong (goong) yahoo. Peak hour no taxi can take bus, mrt or walk (BMW). Raining must take umbrella, the rest solve the problem himself.

just another bullshit idea ,i remember my dad driving at one time in the 70s its using private cars ,alot of problems ,going back in time but indonesia still has it , too many hanging around corners waiting for pax and just fts or tourist to chop them.

Or maybe our friend travel alot in Europe where they have mini-cabs. Or as you say in some parts of Asia.
His idea is dead in the water.
Just a side note: In the UK, anyone can buy their own London cab, however the licenses to operate is extremely tough to get. You have to master a lot of routes (like a few thousand) and on the test day, they ask you just 3 questions: how to go from Pt A to B, C to D and E to F. You have to get all 3 right to pass.
The other alternative is to operate a mini-cab business but this is not regulated very well.
The same policy in Australia, official taxi licenses very hard to pass, so a lot of 'pirate operators'.
