u can get the most value carrot cake, chai tou kuay(black or white) at pek kio hawker center - $1, with generous portions of egg some more. its the cheapest i know.
Another one, also chai tou kuay(black) at tanglin halt hawker centre - $1.50, generous portion of egg also and hugh portions! if order $2, i'm pretty confident u r not able to finish 'em, i beleive its meant for 2 ppl portion!!!
old airport road hawker, facing main road, wanton mee - $2. its famous with lots of newspaper cuttings and recommendations. -

small and tight parking spots, + so many others fighting with you for that one space
if i had $2 in my pocket, I'd buy 2 bottles of water, keep myself hydrated in the burning hot heat and wait till I get back and eat. It'll keep me full too, not to mention it's healthy.
