you could try the Penang Buffet at Copthorne Kings - pretty near Grand Copthorne (Zouk). Chef Loh hails from Penang so its pretty authentic. The penang laksa is good and so are the desserts which is minature so you can stuff all of 'em in your mouth in a go.
pretty cheap too i think, below $20
