One of my good friends 21st Birthday coming next week and I wanna bless her with a nice dinner. Unfortunately, our choices are limited to only Halal restaurants.. Is there any place that serves exceptional Halal food, yet has a good ambience? Cost is not an issue...

yea... maybe unfortunately is not the best word here... but then, it is true when you say "swanky restaurant" and Halal is not very common in Singapore... Most are Italian, Japanese, or are simply not Halal cos of ingredients used...

Despite my many attempts to pay Carousel a visit, it has been put off, or stopped because those who have patronised it say its crap.

Sofra for Turkish food. It's in Shaw Towers (Beach Road).
I would top up and go to greenhouse cafe, oscars, or the line. But if there is one thing all of you should know, the best foods are never halal.
