No, the tipping system works like this. One waiter or waitress will be assign to your table, which means waiters will have a few tables under their care. Err... isn't the idea of paying service charge to replace direct tipping??? I don't mean to say you are a bad waiter, but you have to admit there are some really crappy ones around. Everytime I want good service or I ensure that good service, I dont tip at the end..... instead, I tip the moment I enter the cafe and sit down, to the first waiter/waitress. saying:" Here's 2 bucks, would you take care of me and my friend?" Watch what happens.....!! You will never have to worry about water again as they will constantly be watching and taking good care of you!!
Another incident was when I was at an amatuer cafe in bukit timah, the only waitress( a student I guess) looked sooooo.... happy!! everytime she served, she would give that big large smile on her face. Not the usual anticipated smile you get outside. 2 dollars is nothing to me but I guessed it my stay several times better.

i assume if there's tipping, there won't be 10% service charge. and typical singaporeans will just feel like they've saved themselves 10%. tip? no way. service in sg sux, and customers are probably worse.
culture is something that's hard, even impossible to change. not that it's right or wrong.
