IS 20+ considered overgrown teen?

  Some of those people who in their early 20s now still very childish leh. Like some overgrown teen still stuck in the 90s. haha Why?

  better still, there's this guy who's almost 30 and behaves like he's one of the neighbourhood kids who run around the block playing catching.
  
  there are two ways to see this.
  
  they are childish.
  
  OR they just know how to live life as a kid, which is what most wanna do.
