  it's rude. but my class used to make wolf whistles whenever our course coordinator walked in. she doenst look embarrassed frm all the attention she's getting.

  okz personally i do not see the need to differentiate, i don't feel that this situation makes the whistler more wrong than a normal person doing it. but i do feel it is a rude action in general( whistlign at a friend for fun or teasing, etc exempted of course)
