SAA (Singapore Accounting Academy - the training branch of ICPAS{Institute of Cerified Public Accountants of Singapore})
FCT - Private school, with good lecturers (last time i heard).
You have to find out for yourself their schedules and what are the respective schools strenghts in terms of subject teach.

Depends on your current qualifications, u may not be able to go directly to a degree / ACCA / CIMA or others related programs... so u must start off with a diploma and work then work your way there. This will take at least 2 yrs for the diploma... longer if you repeat the subject.
If u r looking for a good qualifications with minimum investments, ACCA, CIMA are good choices as they do not required a lot of investment in monetary terms. However, if you want certainty in completion... an overseas degree is a better bet.
ACCA and CIMA has the reputation of failing ppl that is not up to the mark. I have known people that are in the programs for more than 7 yrs.
