I have seen these ads advertise in newspaper offering cash for signing up a new mobile phone line, anyone know how they operate?

think last time newspaper got report on this before.
when u sign up new line, got new handphone right? ok, so they give u a sum of money(something like $200 like dat), u use ur name to sign up the line, then they take the handphone to sell at normal price. then u urself cover the remaining subscription of lines
this is how they work.
they even calculate 1 person can sign 2 lines from 1 operator, so total u can have 6 chances
