this's a strong sign of guilt and low self-belief. It's either your parents have to high expectation, too strict, distrust him or he always score badly so he fear the worst.
The only way that you can do is to fare worse than him. That will make him feel better. -

so I went home to play command and conquer, red alert, beats going to school to waste my time any day. (cuz I know more stuff than the teachers will ever know, my IQ is higher than their combined IQ add together) -

you can try punishing like complete removal of all games/fun items from him, or grounding or lockign him in his room for 1 day per page of homework -
For this you gotta be pro active. Check his homework loh. Tell him before you want go out/play games/do whatever you like, show me your FINISHED homework

haha.. i have a bro in pri 2.. and.. if he were to do that.. i'd certainly like to have a talk with him about responsibility, and probably.. if there is some sort of parent-teacher system.. that would be really great.. and yeah.. make sure that he shows his completed homework everyday before you let him do something else. whenever you "punish" him for not doing your homework.. try not to lessen the punishment after you have given him one.. it will make him think you are soft - hearted and he might have a mentality that you will let him off next time.

Why are all of you blaming him when the real culprit is that PS2.
Last time my mother would remove the computer plugs because i was playing too many games and only gives it to me on weekends.
I was also scared of getting scolded by my teachers so i always finish my HW.
If you know he hides his HW then dig it out and ask him to do la. -
take away his playstation or console games. make him show u the homework he has done...show the playstation as a form of carrot when he has finish his work to your expecatations.
Be firm with him..once he lose the foundation for the langauge or maths, its rather hard for him to catch up. -
take your belt and whip him good just like my old man used to say.
