How to deal with male child's violent behaviour?

I have a 5 year old nephew who in naughty and has gone uncontrollable now. My sis , his mum complains that he is getting violent, throws things and goes into a rage. In public places the little guy literally lies on the floor when he gets stubborn for some reason or another. Also i noticed that this fella lkes to steal lady things like hair clips, cosmetics and others and hides them under his bed. When someone tried to clear them up, he goes into a rage

i think it will be good to seek a child psychologist that is an expert in dealing with child behavior

Your sis has ventured into unnecessary waters by not taking action earlier when her son was younger.
As they grow older, they get bolder and more rebellious. They are less likely to listen to u and more likely to get into trouble or worst, cause it.
Now your sis must take punitive steps to ensure it doesn't deteriorate further.
Suggestion:
1. Discipline the son with caning everytime he steps out of line. Don't do what other moms do and simply branish the cane. USE IT.
2. Ban him from going out to Shopping malls or playgrounds until he learns to behave himself. Without an incentive, he's probably not going to bother anyway. If he starts to scream or rebels on this point, apply suggestion 1.
3. Get him to do some household chores. This gives your sis a chance to preoccupy her son with some work so she can watch him at the same time. Do the work with him and teach him what to do. Since his attitude is becoming a problem, this option will give him some responsibility. Again, if he starts to cause trouble, bring out the cane.

What is the father doing ? Does he cordone such behaviour ?
As suggested by several others , I suggests to bring him the little guy to the child psychiatrist soon. Good Luck !
