  Assuming you have bought your item (not services) through an auction site, you could go to "Resolution Center" and "File a Claim". Make sure you have the required PayPal transaction ID before you do that.
  
  There is a whole section devoted to the Buyer Protection Guide in the PayPal site. Take some time to read it -- it may help you understand the file claim process better.

  Yah I read liao, now asking for people's personal experience.
  
  And no, it's not vie ebay. I only use Paypal as a payment gateway.
  
  Cause right, if the guy has no $$$ in his paypal account, file for nothing waste my time. Then how?

  Personal experience? I purchased a CD on eBay some time back and paid through PayPal. The CD arrived but it was a pirated copy and I wrote to the seller a few times reporting the problem. He never replied, so I gave him a negative rating and filed a complaint with eBay and PayPal. It took almost a month of investigations, but the amount I paid was eventually credited back to my PayPal account after that.
  
  Your case may be a bit different, but perhaps you could write to the PayPal helpdesk about your problem and see if they could help you?

  Oh yes, one more thing. When I registered as a seller in eBay, I had to link a bank account and a credit card to my PayPal account for security purposes. If I'm not wrong, all other sellers registered with PayPal have to do that as well.
  
  So even if the guy has no money in his PayPal account, there should still be a way to get money from him. The only hitch: He could be a fly-by-night seller and closes his bank accounts and cancels his credit cards after every fraudulent transaction.

  yeah but the Buyer's Complain Process says they will only deduct from the guy's paypal account
  
  So now I'm thinking of using the Card chargeback instead of Paypal's. Heard alot of horror stories also
