Can I just buy a cellphone from a shop(only the phone, with no contracts or plans etc.) and then buy a dial-up card(those Singtel and StarHub calling card)?
This way, I don't need to sign up for any plan/contracts, right?
Just get the phone by itself and buy the card whenever it's finished etc.

u mean a pre-paid card?
yes, u can buy a fone w/o any contract
go to any of the telcos and get a pre-paid card
use finish the credits in the card and u can choose to top-up to continue or jus dump the card.......
