  come to jusong west st 73, there is a Gek Poh Shopping Cte(neighbourhood tat type)
  
  inside got a saloon, shop name i 4get, is beside the achard, there dye hair cheap...a lot of ah-lians living near my block all go theer dye, not to say u ah-lian but tat place colour not bad, price also ok..even my hair also do from there.
  
  Or block 504 at jurong west st 42, the middle shop, u go there stand outside shop, u search for a full back tattoo lady, name is michelle, u say u dennis's god sister, price also ok..colour quite good.
  
  Tampenis opp the centry mall, the "cash convertor there", there got a salon wid a blue signboard, there quite exp but the work is also good.
  
  Jurong point the storm salon, look for "ling-girl" ask her do for u,
  
  i only know there few, hope it helps, as it seems u dun want diy & not enough $$, there few place can get u cheap wid good colour results..

  use those skool shoes the white wash and "dye" white colour very nice one
