let me provide a better explanation. the power rating (in watts) of any psu is fixed by the coils (hardware) internally. if a psu is rated at 500 watts...it can only be safe to be loaded with hardware that draws the power up to 500 watts. voltage rating is usually a constant and is fixed at the region's power generator station. when you select 230 volts, what every current flowing into the psu via the wall socket outlet shall be stepped up/ down so that a constant flowof current enters and powers up the other hardware within or thereafter. when the setting has been changed to 110volts...the same thing take place. so the only factor is the electricity leaving your wall socket outlet.
power consumption can be calculated as follows:-
when power (watts) = v (voltage) x I (current)
or P = V/ R2 (R, resistence)
or P=I2 x R
assumig you have a CD writer rated at 12v 5 amps, hdd rated at 12v 5 amps, motherboard (with CPU) installed rated at 24volts 10 amps, the ttotal may be so:-
mainboard P=24 x 10 = 240 watts
cd writer 12 x 5 = 60 watts
hdd 12 x 5 = 60 watts
total power drawn with this set up =240 + 60 + 60 = 360 watts. when using a 500 watts psu you are save to say that the power demand has not exceeded the rated psu limited. of course usually the mainboard will draw more power since it shall power up all the ram modules, CPU fan, graphics cars etc.....and if u intend to add more other stuff and tap power from the same psu...more wattage shall be demanded and you are nearer to an overloading
