I wonder why our moderators don't take any action to remove those illegal stuffs. Or are there any other reasons not doing so?

Copyright is a very simple stuff. The author of the content (article, photo, drawing, software, document, ...) automatically obtains the copyright to the content. Normally, the author can put on Copyright (C) who which year together with the content to emphasize his copyright. But it is not necessary. The copyright will still be with the author, even without the statement.
Therefore, those photo taken someone are all copyrighted. Unless the author (the photographer in this context) agree to grant the copyright to sggirls.com, else they are all considered illegal. Normally the photographer can issue a license to use in general and in which specifies the usage and validity period.

Talking about copyright infringement. Of course, the user who illegally posted the copyrighted stuff will be the first one who is responsible for the infringement.
However, it doesn't mean the service provider doesn't have any responsibility. 1 or 2 copyright infringements from 100 photos probably are still fine. The service provider can use accidental overlook to lighten its guilt. Looking at the sggirls.com's current situation. Hmm... You say neh? -
