  lets sae i wanna apply a credit card from citibank, mus i hav an acc with citibank to apply?

  They are more than happy to give you a CC even though you're currently not a citibank client, as long as you meet the min requirements.

  Just send in cheques from any bank. They will accept.
  Or pay cash at the machines at certain branches.

  Point sys is also known as reward system. It is "the more you spend on the credit card, the more points you get". You can use the points to exchange for some gifts or vouchers etc. Personally my advise is : use the points to exchange for useful stuff like home appliance that you need or petrol vouchers.

  Not necessary. You can pay the card's fees by cheque.
