That is pure intelligence on their part. Wearing short skirts increases chances of hunks like me to visit and buy from the shop. Today I was there along with a couple of working partners and I saw a very cute girl. She looked very young, her golden brown hair was tied up in a cute ponytail and most importantly, her skirt is very short.
Unfortunately I didn't get to know her but I pass by that shop almost every other day so it's not too late.
