However for those who are financially constraint but need legal advice may seek help in two ways.
1. Legal Aid Bureau (mean test to determine aid availabilty)
2. Some lawyers do provide legal advice once in a bluemoon at CC. (cost unknown)

Btw, why would people who live in landed property seek such help. This bureau is setup to provide for those with geunine financial difficulty and thus makes law accessible to all. -
