Questions on chinese/taoist ghosts

  They say the 7th month this ghosts will be released.
  
  Then how come.
  
  1)People still offer incense, joss sticks and food to them even when its not even in the midst of 7th month?How do they exactly eat it when they are trapped in the fury flames of hell?
  
  2)I heard of cases of chinese/taoist ghosts haressing people when they step on their joss sticks NOT even during 7th month.My question, do all ghosts go back to hell or did some just escape.

  the essence of the food goes into hell. not all ghosts are tortured in hell; some are simply wandering there in hell. these un-tortured souls get to eat it; the one who get tortured of course, don't.

  some ghosts are wandering on earth because they died an unjust death or no proper burial rites were performed for them. that's why the gates of hell don't accept them and they're trapped in our dimension.
