CASE?

  I recently ordered a bunch of shirts for my team from some overseas guy. Upon receipt of the goods, the stuff are pretty distant from what i had ordered, slightly off colour and design, and i emailed him back to ask him to seek an amicable solution to the case. But the guy starts threatening to sue me for the remaining monies that I still havent paid him. [I have not paid him the remaining 25%]
  
  What should i do?Can i refer it to CASE?

  I honestly think our CASE is a useless organisation.
  Someone once said they have mouth but no teeth...
  
  Just to mention some recent cases..
  
  1. bus and mrt fares hike. CASE objected the increase in fares... saying that since the economy is not going up fully and since both bus and mrt are making money, they should not increase the fare.. Still the fare went up
  
  2. increase in newspaper price. CASE came out... talk a bit here and there, objected it. The increase still went ahead..
  
  So, my conclusion.. CASE is useless

  So what you guys advocate i do?We are not pleased with the product, and i think that he is just trying to so called frighten me into paying up for his shoddy work.
  
  The amount that is presently in question is $100+ only.But for me now, its a matter of principle..
