  This office is a very expensive office (cost a lot a lot of money. Not cheap at all).
  It belongs to a local non-profit organisation (aka IPC which receives donations from public and corporations), that had claimed not making money.

  I think the reason why they spend so much without feeling a pinch is the money does not belong to them, these money r not their hard earned money hence they can spend juz the way they like. Typical n basic human being behaviour, SELFISH
