some installation requires rebbot since they are used directly by windows. a root refershes the whole running system when whatever data and programs loaded in the RAM is cleared and reset. thus the installation is then deem complete and in effect.
similar installation the likes of drivers, directX, graphics drivers, mainboard chipset drivers, partitioning software (may even goes to the initial boot!), ghost etc

Then most likely your friend set msn to autoconnect on boot up loh. Lazy to turn off, yet utmost careful about updating software.
