Gathering at MRT stations?????

Today I went to Kovan MRT
and saw one group of people sitting there and have their meeting/gathering
Are they allowed to do that as it is obstructing the walkway
There were so many people walking along
The staff saw them and like boh chap on them
What are your views on this
