about Adopting a child

my friend's friend
has just discussed with Someone about adopting a child. The child is that Someone's niece. Apparently, the kid's parents are going thru a rocky marriage. The father is seeing another girl and the mother always goes out.
Due to lack of good care and love, the child is having hearing problem from one ear. I think the child also having eye problem, cuz she is only 2 years old and already wearing glasses.
So my question is: if my friend's friend were to adopt this child, other than time and money, what other things she needs to consider?
What is the necessary paperwork (if any) to be done to adopt a child? -
no need paperwork, you can just buy them at an orphanage.

I wonder what needs to buy before bring the kid home....
a bed is a must. What else? My friend's friend has no maid. Do you think she needs a maid cuz she's working in the day? Or do you think she should get her parents to take care? -
no need, just adopt an adult and it can take care of itself.
why buy a kid and start from square 1?? -
I'm afraid I can't be of help, HB. My cousin and uncle have adopted children, but they were orphans. They are very bright and fun kids though.
