how a simulation exercise shld be carried out to be realistic enough? And how often shld such exercises be conducted so as to effectively bring the message across to everyone and most importantly to terrorists out there that any of their terrorist attempts will likely fail?

I think, it's the same with giving up your seat; nobody gives up his/her seat, because everybody thinks somebody will give up his/her seat. In the end, NOBODY gave up his/her seat.
Classic case of - Everybody thinks Somebody will, but Nobody did.
IN a situation like this, the first likely thought to come to mind is; what if it is not a bomb, and I will look like a fool? Or worst; I'm getting off this bus soon, I should be spared if it is a bomb...
Same with giving up a seat; What if I gave up my seat and there's no Thank You?
Generally, this is what I notice of Singaporeans in public. Though, I believe not all are like that - the less inhibitted ones will be more proactive; Hey Hey! BC! I think this here bag is a bomb!!! Quick stop the bus! Stop the Bus!!! -

Once, some years ago, I called the Neighborhood Police Post to report my sighting of a suspicious character, arriving in a truck in broad daylight, and lugging a large longish object heavily wrapped up in tarp and walking some distance into a field along a small canal and stashing it deep into some bushes under a small tree.
I was thinking:

>> weapons - swords, parangs, or rifles
>> drugs
>> or worst - chemical agents as in bacterial warfare
I waited some half hour to 40 minutes, then a Police car came around. Drove to where the general location, made a U-turn and left.
I called to ask if they have sent their men, they said the have, and that they only found a small plastic bag of old clothings.
IT WAS A COMPLETE LIE! I was watching from my apartment, and they lie to me saying that they have done their job.
What is the use of us reporting anything suspicious if the Police are like that? -
