Emergency "Non-Emergency" Ambulance

When I'm always driving on the expressway, there are many Non-Emergency Ambulance, such as Civic Ambulance, Hope Ambulance, Lentor Ambulance, etc speeding damn fast and damn close, turning on the blinkers and sirens, and is as thought in emergency. Sometimes at night, they do that too, but inside the cabin of the vehicle, it is in total darkness.
So are they really on emergency or are they abusing the use of blinkers and sirens. -
is there any law for misusing the sirens and flashing lights?

there's no law to punish them so we must not give way to ambulance...thats the number one rule of the driving book....
