I keep getting bogus emails nowadays, stating my new password and ID from some website i have never heard of or registered at and it comes with a zip file.Which my virus scan detected a virus, one came from [email protected] asking me to see paris hilton somemore

Hey i juz received them too!!!! And i realised that they have emails from even website where we visited!!! Do i have tracker or something in my PC?! Grr...

Singapore Police Force don't reply to emails. They reply by sending a physical mail to you, not email.
As for the new password and ID from websites that you have not visited, your account has probably been hacked. I believe that you are using wireless connection, which is not secured. Somebody probably used your account to register at these websites and spoofed the SPF website.
Luckily your virus scan detected a virus, if not your computer will probably have a very sickening virus, which will change a lot of things in your computer. -

i read from the antivirus website that the virus will sent email from an infected computer
so is Jeyel technologies PCs' infected? -

Usually people received weird emails because their wireless networks are not probably secured. Anybody skillful enough can find out about your email account and use them to register at weird websites, or even worse, like in this case, spoof the SPF email.
