  when u plug in thumbdrive, go to the drive icon displayed in "my computer" ((e.g E-drive), right click and select "properties"....u will be led to a dialog box where many options are available...select tab "autoplay" and check "prompt me each time to choos an action"...cleck "apply" and "okay" and exit.
  
  perform a proper eject of the thumbdrive and insert the thumbdrive into the usb port again....autoplay should be enabled and options of the appropriate actions you desire should be displayed.

  Also make sure the SHELL HARDWARE DETECTION service in services.msc Microsoft Management Console is on and running.
