I learnt html by myself by studying the html code of various websites.
You can start with MS Frontpage. type a few words/paragraphs, bold them, hyperlink them and see how html changes. Then progress to using images. Whats between and tags are content which load in the background (most javascripts, colour and formatting of the general text/header in the website) and between tags and is what you see on the website itself
To do the website design, the only tool you need is Adobe Photoshop
You can also borrow library books to assist you. Or if you have any questions feel free to ask here

I suppose yr using Blogger. First go to your profile options, located on the Dashboard. Then make sure you select the correct country your in. I think it makes a difference. And you can also set the date and time whenever you create a post. just have to click the comments and post options
