if i intended to buy a new phone for my friend, i go to sign a new line 2 yr plan, can i change the owner ship to her after 2-3 months. i wan to surpirsed her so i cant ask her to sign a new line.

Then you need a copy of her ic and a signed letter of authorisation from her right? Cool, go for it.
