Issue more than 20 cheques in 1 mth got transcation fee?

I just received my statement from the bank and there is such transcation fee for cheques?

"Corporate customers will be charged according to their monthly usage volume, while individual account holders will be charged on a per cheque-book basis.
From June 1st, the first 20 cheques issued each month by corporate customers will be free, with subsequent cheques issued during the month incurring a charge of 40¢ per cheque.
Individual customers will be charged S$10 per chequebook of 50 leaves. However, from today (April 24), the next chequebook requested will be free of charge. Subsequent chequebooks requested will be charged accordingly."

It seem the banks are trying to penalise customers from using too many cheques. I think they trying to persuade us to turn over to internet/GIRO payment. But sometimes cheque is critical in cases when we pay to say service air con ppl or buy big items putting down deposit and paying our renovation contractor etc.... Usually these are big amount so carrying cash to pay is not practical. Big amount as to > $100 for my definition
Cheque still has it's place in this internet age. To totally eliminate cheque then ask all companies to accept internet payment lor but I doubt it will take off
