Construction Work on Public Hols.

  Is construction work allowed to be carried out on public holidays?
  
  for my apartment building, they don't allow work on holidays because it disturbs the peace of the neighbours.
  
  but since last week i am not having peace in my house because there are 3 construction sites around my place.
  
  I mean... usual public holiday they work i don't mind. but for christmas and new year... even if it is not public holiday its a sunday!!!
  
  shouldn't they rest?

  Shouldn't the workers congregate at Little India, MacKenzie Carpark, or Golden Mile instead?
