Why are ITE applications so rushed?

My friends X and Y recently got their N-level results and had to apply for ITE courses within 3 days. X was offered a course that wasn't his first choice whilst Y wasn't offered a course at all.
Anyone here has been through this and can share some thoughts? Why do they rush the applications? It's as though the students are forced to accept the offers granted. -

bcos the intake is brought forward to earlier dates i suppose..

There's a June intake for O' level holders, which is 3 months away from the time results are released. Is this some sort of double standards?

ur friend didnt get into e couse they like dun worry during e first 3 weeks in school still can appeal.. somehow if lucky, they will get into e course.. anyway wad course they aiming for?
