  I tot its just the normal business registration process...
  
  Besides, this sauna no explicitly advertise it as a gay sauna or anything. I guess no issue rite?

  My point is, the government has always been good at segregating and classifiying. You can open up a sauna but how you operate it must be within the framework of the license. Anything out of that requires permission I think.
