errr, not 71. only multiples of 9 and 0. just happens that 71 got the same symbol as the multiples of 9 and 0.
i believe it was posted around here before. the answer is really simple.
lets start with the number 50.
50 - 5 = 45
51 - (5+1) = 45
52 - (5+2) = 45
i dont think i need to go any further.
