They don't want the foreign talent to know how our jackpot machines work, so they use local talents. I read in a book that some people, 3 I think, managed to crack a jackpot machine and won millions out of it.
Singapore ask foreign companies to invest, then use local talent to develop. Keep the maximum winnings to Singapore. That's what Singapore wants.
