You are right about this; our government won't do anything until something goes awful wrong. They believe in the REACTIVE approach - same goes to military jets flying low over HDB estates; they need a mishap to occur to justify the additional workload to make changes.
Earthquakes hitting Singapore may now seem like an impossible thing, but studies have shown that the epicentre where quakes occur is creeping closer to our region.
Similarly with Tsunami; who ever thought a Tsunami can occur in our region? No one, except for one scientist whom nobody believed until it happened.
As it is, without quakes, HDB flats recently built have so much flaws; cracking walls/floors/ceilings, spalling concrete, ceilings that leak..etc.. what would a minor quake do should it reach Singapore un-impeded by geometry?
I can't find a suitable word to describe what I envisioned in mind should such a thing happen.
