. Under the law, it is the homeowner's duty to check and maintain all his windows to ensure that they are safe. If the casement windows are fitted with aluminium rivets, the owner must replace them with stainless steel ones.
All flats offered by HDB for sale now, including those from the unsold stock, have stainless steel rivets/screws and they comply with the latest requirements. For flats which remain unsold, HDB maintains them, including the windows, to ensure that they are in good condition. For unsold private units, the developer being the owner would be responsible for their maintenance and upkeep.
