For police, i believe that they keep it on to make their presence known so that you "behave" and even deter crime from taking place.
But i don't see the point why Ambulance and Fire engines are doing the same thing too.
it's like you never know if they are really in an emergency.
Somemore, their strobe lights have a limited life span... keeping it on just shortens it.
