Go for the course if you like it, dont listen to what others are saying.

I can confirm cuz I was formerly from there. DSTA do software development in-house but it seem in recent times they losing talents and outsourcing to those ST companies whereas DSTA do project management work. They are losing the developers to ST companies who poach from them.
IDA similar more on project management work supervising the vendors.
