mp3 as ringtone

I have this mp3 that I would like to use as my mobile phone's ringtone.
I downloaded the mp3 into my phone but the volume is too small even when I turn up the volume level all the way up.
Is there any free software to increase the inherent volume of the mp3 so that it is loud enough as a ringtone?
Recommendations? -

For the time it took to post this you could have done a Google search for Mp3 editors and got 20 Million pages rather than wait for people to respond here

i use cooledit (old shyte), i think nero has some wave editor too.

I found a program that looks not bad for my purpose...able to do what 105090 wants to do too...evaluation version is free.
Its ID Tagging capabilities seems a bit weak though.

power mp3 cutter is good to cut out music. free version can allow to cut up to 60secs only, but imo, it is good enough, any longer i might as well put in the whole song.

cant manage to make the whole part of the song same volume though.
FYI. i tried "i been Waiting for a Girl Like You" by Foreigner. wanted to make the starting 10 secs same volume as loud as the rest of the song -

Using Adobe Audition 1.5 to edit/convert songs. Useful but not free...
