i should say anything that is doing work or producing energy is consuming electricity and thus costs money lor.....for some electrical/ electronics appliances in standby mode definitely consumes low amount of electicity...like a fan the inducting coils and motors inside are charged up with electricity and excess of it is converted to heat...that's why u feel the rear plastic motor cover is warm....laptop in standby mode definitely since some level of electicity is used to store the memory and flares up during power on again not having to boot into your OS....even a laptop or computer switched off but the power adaptor left on still consumes some electricity when u see the power led on the adaptor lit......
just remember...anything work being done (no atter how small) means usage of energy....
in the case of your how wiring...house in circuit breaker and the switch outlet...in theory it does not do any work so will not consume electricity...but whenever u switch and close a circuit through the SSO or engage the CB, sparks fly within and u can say a that moment some form or work is done....
